Can I carry a wooden sword in NYC or must I put it in a bag or something?
Keep it in a sheath (or bag) and don't go weilding it in public.

misdemeanor) of the New York Penal Law, a person carrying a deadly weapon in public could be charged with the crime of "menacing" in the third degree.

Please note also that for a person to be able to posses a knife (not sword) in NYC, the metal blade must be 4 inches or shorter and the person must be a citizen 16 and older so make sure you are at least 16 if you plan to have it displayed in public for an event.

The easiest way for a novice is to go to WalMart and buy a Lanski sharpening system for about $25. It has bevel gages so that you can get the angle perfect on each side. Steep angles are for utility work like chopping. Narrow angles are for slicing like fillet knives. About 22 degrees is a good angle for most purposes. The type of metal, quality of metal, and tempering all affect whether the knife will even be able to get really sharp and stay sharp.
If this is a collectors piece, leave it alone. Dull original condition is much more valuable.

What is a "sand belter"? I have heard of belt sanders.
I wouldn't use a sander to sharpen a blade anyway. You want a good metal file. Hold the file at a 45 degree angle to the blade until you get it very sharp. Then switch to a good wet stone for the finishing touches. A sharp Kurkri can cut a free hanging 1" rope in one swing.
